Allow grouping of behaviors details

Problem/Motivation

Currently settings ['#group'] has no effect on the behaviors details element.
It would be nice to be able to change the layout to e.g. horizontal tabs (content, behaviors)

Steps to reproduce

use any form_alter and add ['#group']
