Problem/Motivation
I'm happy to help co-maintain this project. Mainly to get it ready for the jump to Drupal 10, but I'm willing to stick around and help longterm as well.
This is linked to the great work that Kristen Pol is organizing over in #3342443: META: Adopt abandoned contributed projects for Drupal 10 readiness.

gisleThe abandoned project process says:
For more information, see How site moderators handle requests to be project owner, maintainer, or co-maintainer.
This should be moved back to the Layout builder admin theme issue queue to be processed by the owner. However, the owner's contact form is disabled, so if the issue queue is not monitored he'll not see this offer. apaderno have access to the user profile and shall be able to send email. Assigning to him.

avpadernoI contacted the project owner. This is the message I sent.
I changed status, since we are waiting for a reply.
jayhuskins@apaderno it has been 20 days since you contacted the project owner. Have they responded to you?
avpadernoThe reply should have been given as comment on this issue. I checked my email, and I did not find any reply there too.
As gisle said, site moderators will add as co-maintainers/maintainers only users who can opt projects into security advisory policy. In this case, you are not able to do that.
Site moderators could still contact the project owner and the maintainers, but that is all they can do.
As gisle said, this issue needs to be moved to the project issue queue. Only the project owner can add you as co-maintainer.

ivnishHi!
I have opt-role and want to maintain this module. I maintain a lot of active modules with Drupal 10 support

gisleivnish, please see the page about the abandoned project process (linked above):
Thank you for creating a new issue.

joseph.olstadIt's been several months without a response from the maintainer and now it will soon be more than 8 months without a Drupal 10 compatible release of this project which if you want to use layout builder and the most popular version of bootstrap , this module is needed.
7+months gone on here and still no action on the rector patch for D10 compatibility. Meanwhile I'm on a tight deadline for a D9 to D10 upgrade and I'm no longer interested in delays.

gislejoseph.olstad, there is a pending offer to co-maintain, see #3371825: Offering to co-maintain Layout Builder Admin Theme.
It is currently postponed because we're still waiting for a reply from the project's owner.
joseph.olstadI bypassed packagist using a composer.json technique to get this into my build so I no longer need a tagged release for D10. The patch is working fine.

joseph.olstad@gisle,
ok now that I've gotten my site upgraded to D10 successfully the hard way, I'll offer my time to improve this for others.
#3378001: Offering to maintain Layout builder admin theme
It's been a big effort, I've been working on a lot of projects getting them ready for D10 and each project seems to find more modules that need attention.
Looking forward to this

gisleThank you for offering to maintain. Please note there is already a pending offer to co-maintain from ivnish #3371825: Offering to co-maintain Layout Builder Admin Theme.

joseph.olstadThe normal process is to mark an issue as "Fixed", wait two weeks and it will close it'self. This allows others to report regression issues (or other issues) before it's closed as fixed automatically.
avpadernoActually, this has not been fixed because jayhuskins has not been added as co-maintainer.
The only person who can add co-maintainers/maintainers is still robert.duplock, who last logged in on the first half of 2022. This issue should be kept visible for him.
