Release notes

This is a hotfix release for #3325083: Fatal error: Declaration of Drupal\jsonapi\Normalizer\JsonapiHypermediaImpostor\JsonapiHypermediaLinkCollectionNormalizer::normalize($link_collection, $format = null, array $context = []) must be compatible with parent, which breaks this module on Drupal 10.

Due to the nature of the required fix, this release drops support for PHP 7.
