Return a specific revision of an entity in JSON API format [#2989967]

As an authenticated user, I would like to return a specific revision of an entity in JSON API format.

Requirements:
These API requests because they're returning specific revisions should require authentication by the consumer.

This is out-of-scope for JSON API Extras; it's being worked on in #2795279: [PP-2] [META] Revisions support, in JSON API itself!
