Module doesn't work in IE9, there is no shadowed area on rollover. I checked module examples
http://davidlynch.org/projects/maphilight/docs/demo_usa.html and they also don't work.

The module is merely a drupal wrapper for the plugin. If the plugin doesn't work on IE9 then you should followup with the plugin maintainer (i believe there's a github link on his web site).

Alternatively, patches are always welcome. I'm currently bound to IE8 for the forseeable future, so it's not likely I'll be able to look at it in the near future.

Actually, there's nothing to patch here. Anything affecting the js compatibility of the plugin needs to be done there.
