Quicktabs Block doesn't get inserted if it is not shown in block layout (disabled is sufficient).

I'm using Drupal 8.9.13 and applied the patch 3151591-7. I've created a block with the Quicktabs module, which could be placed via the block-layout interface. I've found the block-id via html-code and was able to place this block with insert block, as long as the block existed in the block-layout, even disabled. As soon as I remove the block from the block-layout, the block vanished from the page, where it was inserted. This behavior should be documented. I can accept this behaviour, but it should be mentioned to people using this module.
