wrong functionality for 'block types' in layout builder

Problem/Motivation

In layout builder using 'block types', title is NOT shown at all, with no option to show, hence making this impossible to edit the title.

Steps to reproduce

Uninstalling the module returns the 'display title' option.

Proposed resolution

For layout builder, block types, have the option AVAILABLE to "display title' AND/OR have this option be selectable under 'display suite' 'manage display' and/or 'manage form display' for all 'block types'
