For one of my content types I am using the admin thumbnail on the public side of the site. I have noticed that the thumbnail is deleted when I save a new page. If I then edit the page, the thumbnail is recreated and is not deleted on save. When I originally setup this page type I do not remember the thumbnail being deleted on content creation. I have made a lot of module changes in the past 4 months but never made enough pages with this content type until recently to notice the problem.

Is this normal behavior? Any ideas what may be causing this or places to start checking?

I'm guessing FileField Paths is the culprit here. It may be deleting and recreating the image because it needs to adjust the location of the image based on properties of the node (like the node author or title). It may be doing this even if the old and new location are the same, but I really am not very familiar with that module. As far as I know, ImageField does not exhibit this behavior normally.
