Create submodule for responsive_image support.

This modules primary focus is to provide a WebP derivative of a given image in the pipeline, however there is currently no means to do anything with that image. Because the way WebP images are handled may change as the format becomes more widely supported, it might be best to create a submodule to this module for responsive image support, instead of trying to create a standard across all of Drupal.
