Will image_import be updated to Drupal 4.7? If so, when is the release planned?

Yes, an update is planned, and the release date is "as soon as I have time." Unfortunately, the job that pays the bills has had me traveling a lot lately. I've been home a total of 4.5 days in the past five weeks. The travel is finally coming to an end for now, and I hope to have time to work on my Drupal code.
