Take advantage of D7 core 7.22 ability to overwrite drupal_http_request [#1958518]

Create an option allowing this variable drupal_http_request_function to be set to use httprl. #1664784-18: drupal_http_request() has problems, so allow it to be overridden

This patch has been committed to 6.x & 7.x. It's disabled in 6.x awaiting the patch to go trough on that issue.
