Releases for HTTP Client Error Status Block Condition

This release requires Drupal 10.2 or higher. Added requirement for Drush 12.5.2 or higher.

The main features added are a listing page of all blocks using the Block visibility settings of this module at: /admin/config/development/http-client-error-status

Also added are some drush commands to assist with moving some of the configuration over to the core block visibility.

Please test this first, and I don't recommend running the commands on a production site.

Minor fixes for phpcs and cspell.

Minor issue fixed on tests. Tests would occasionally fail as the random string could contain invalid characters.

This version breaks compatibility with versions of Drupal 8.7.6 or less, but adds support for Drupal 9.

Updated project name and readme.txt to help with understanding what the module does.

Bug fix: Added uninstall hook, so that configuration is removed from blocks. This prevents blocks being removed, if this module had configuration from this module.
