_htmlarea_load_js breaks JS causing HTMLArea not to load [#58004]

its called on line 177.

I had this issue with MOO.module and Inline_Edit.module when I was converting them to 4.7 modules.

It's something to do with how drupal now includes JS.

Any ideas?
