aegir ALL=NOPASSWD: /usr/sbin/apache2ctl
with visudo.

I'm sorry, right at the end of INSTALL.txt this line suggests what the patch does:

Specifically you must still provide the database credentials, add the Aegir user
to /etc/sudoers with the relevant command to restart Apache, create a MySQL
superuser capable of creating more databases, and initialise the hosting system.
