Move back issue management to D.o

During today's scrum we agreed to move issues to D.o.

Here's an export of all issues on https://gitlab.com/aegir/hosting_https/issues

I see that I missed the csv file earlier ... here it is renamed to .txt

The open feature requests have now been re-created on D.o

I've now also set the GitLab permissions for issues to be only for project members to avoid confusion for users while preserving the history for now.
