Consider adding Pwned Passwords (Have I Been Pwned / HIBP)

I would like to consider adding Pwned Passwords (Have I Been Pwned / HIBP) (https://www.drupal.org/project/pwned_passwords) to the D8 version fo Guardr. I think it would be a great feature to have.

I think leaving it disabled would be best since some may not want this enabled at all and like any security feature would require a conversation with project related security teams.
