Exposed flag filter can't show unflagged groups

Problem/Motivation

When we create an exposed flag Views filter and try to choose the option "Show me only groups I've not flagged", we will see all groups (flagged and not flagged), which is wrong.

Use these settings to create an exposed flag Views filter and choose the option "Show me only groups I've not flagged" on the view page:
