Redesign admin/settings/gigya page for greater usability

Many of the options on the admin/settings/gigya page are vague. See #742862: Make skipping registration form optional for an example of how the page can cause confusion.

Also, the options are not necessarily presented in the best order. Opening this issue to discuss a redesign of the page down the road.
