drupal_strlen undefined fatal error if watchdog is called before full bootstrap [#2050145]

In gelf_watchdog, there is a call to drupal_strlen.

If watchdog is called before a full bootstrap, this causes a fatal error.

One option would be to copy the internals of the drupal_strlen into the gelf module.

The code doesn't use drupal_strlen:

So I'm closing this as cannot reproduce. Unicode support might be something to consider in future though.
