Libraries may be called before full bootstrap [#1786682]

Fatal error: Call to undefined function libraries_get_path() in /modules/contrib/gelf/gelf.module on line 112

If a watchdog occurs during bootstrap, module_exists('libraries') may be true while the libraries module hasn't actually been included yet.

Might consider doing a function_exists('libraries_get_path') instead.
