I'm new to this so please forgive me if something should be obvious.

Could it be possible for a group administrator to assign/edit user names, passwords and role, without the need of an email? For instance, A group has an "Editor", "Media/Podcast"(For uploading). . . If there is a change of personnel, The administrator would only need to change the password to give that roll to a new user?

Also, Could each group have a user "Editor" site wide?

Hi,

The fact that a user account can exists without an email is not a GCC features. It depends on the Drupal Core. I think it might be possible with some custom dev or maybe a module.

It might be an interesting feature to make it possible for a group admin to override its group member account info (login, password, etc ...) be it doesn't exists right now.

I don't understand your last statement :
