We have implemented a new approach for IE-specific styling in the 7.x-2.x branch of Fusion. That approach was addressed in this ticket: http://drupal.org/node/1328806

The new approach is also covered in the D7 handbook section on Fusion sub-theming, which can be found here: http://drupal.org/node/1349996
