I set my font-size in the theme settings to 12px. I see in the CSS that there is a class that is then set called font-size-12, but it sets the font-size to 75%. Why wouldn't it set this to 12px? Because I'm looking at the font sizes using Firebug and they are certainly not 12px.

jeremycaldwell commentedPercentages are used to set and reset fonts to a base font size of 12px. So 12px is always the base font size and everything goes from that. 75% happens to be what we need to set the font size to in this case to be a constant 12px and thus everything builds off of that.
For example say you want a font size of 18px. Well that would be 18/12 = 150%. Or a font size of 32px. That would be 32/12 = 266.7%.
It's a bit confusing but keep in mind that 12px is the base font size and everything is relative to that.
