Problem/Motivation

In some cases -- specifically on shared services with multiple ACLs -- we need to be able to manage ACLs outside the specific target ACLs (the "standard" and "long lived").

It would be useful to have support for opening up the ability to see into (search, summary) and manipulate (register, remove ips) from other ACLs in the target service.

This should only apply to the Admin module.

Proposed resolution

Add an "all acl" filter to the admin commands.

I've added an `--allAcls` option to the commands that will expand the admin options to all ACLs
