File field doesn't upload file (only stores the filename)

This exists in 4.7, too. There's no point in having the file field option if it doesn't do a damned thing.

Made title more descriptive and moved to Forms module.

A year and a half later and no activity at all? Is this thing on?

Still busted in 5.x, BTW.

Forms and survey modules are no longer being maintained, use Webform module instead.
