Although I haven't tried this module, it seems from the documentation that it replicates an awful lot of features and functionality to the Forms API added to Drupal 4.7/HEAD recently.

Can you outline some additional features/advantages of this module over or on top of Forms API? Could these additional features be factored out into a module, or perhaps the replicated features removed?

Formproc and the Forms API were developed in isolation from each other so they overlap and each has features the other doesn't. Hopefully many of Formproc's features will be integrated into Forms API so if you plan on using 4.7 don't bother with Formproc. It's now intended for those who want to stick with Drupal 4.6. Sorry about the confusion.
