As far as I can make out, the only case where the 'Preview' link is called is from within an admin-perm-checked clause.
* Users with 'view forms without filtering' permission but no 'administer form filters' permission don't see the Preview link - they only see the filtered form just the same as unauthorised users.
* Users with 'administer form filters' permission are not allowed to preview by default ... they must also have the 'view forms without filtering' permission.
So currently the dual-perms only distinguish between Admins who can preview and Admins who can't.

I'm struggling to imagine why this logic would be desirable ... is this by design or is it a bug ?
