Unfortunately only code that is either GPLv2 or can be relicensed as GPLv2 like (MIT) can be committed to Drupal.org's git repo.

This needs to be a multistep install process for your module where users install the module, the module checks for the library in sites/all/libraries and/or using the Libraries API and prompts users to download it from http://flexpaper.devaldi.com/download/

Thanks for your response. We removed flexpaper code from the module and updated the installation guide.
