Should the "Public file system url:" field be settable? On my installation, I can edit the value, but as soon as I submit, it gets set back to $base_url/$public_file_path. This was particularly funny when I tried out a absolute path for the "Public file system path:" value.

While it's a different error, this is really the same thing as #39973.
