Optionally check libraries API if present for simplepie library

This patch allows the simplepie library to be installed in the sites/all/libraries directory and utilizes the libraries API (http://drupal.org/project/libraries) module if present. It will fall-back to the previous behavior (using simplepie.inc in its own directory) otherwise.
