Feeds import in No State - possibly editable by Anonymous

Seems that imported (OPML) feeds should come in as Draft? My feeds are coming in in No State, which I think makes them vulnerable by Anonymous users!

I tried setting trigger to Save, or Promote to next state to no avail. The basic settins also say Import on create (which seems necessary to me)?

Any thoughts please? Using Drupal 6 here.
