Allow toggle flags to be removed administratively

All items that fasttoggle places in the links should be configurable, for 2 reasons.

1) I often don't want 'sticky' to be a common flag
2) fasttoggle is easily positioned as an API to make things toggleable; but to properly be an API it needs to be unobtrusive.
