Problem/Motivation

I'd like to use this module for now just to configure the surrogate key, we only use short external TLS.

I'm evaluating whether I want to use this project or cache control, but maybe I'll extend external caching and want to enable it in the future.

I could do it myself by disabling the cache tag invalidator and the event subscriber, but I think it would be useful to have an option for this.
