Similar to the UI improvements made to Views 3, it would be a positive change to move the action buttons to the top of the page as opposed to the bottom. This would prevent having to scroll down to submit the form after configuring some of the 80% options which exist at the top of the page.

The attached patch moved the buttons to the top of the page, positioned like Views.

This pattern conflicts with how Drupal works, and has confused me more than once. We should instead consolidate on what people expect and rally around that. Closing this issue as it is outdated.
