Display limit not being respected

In the Entity Reference view, I set the view to display 5 rows. In the field settings I selected that a user may choose up to 5 options. The field displays all results for the view. For context, I am using this module for the form display, and I have the form in a block.

Edit: nevermind, It's another module that is causing the problem.
