Entity Reference Prepopulate links on panels do not work with required og_group_ref field

Basically the opposite of #1952760: Population doesn't work when groups audience is not required, when my content types have their og_group_ref field set to required, the Create content links pane removes them from the pane. If I remove the required checkbox, it shows up again. What's that about? Is there a reason for that logic that i might be missing?
