I propose to create a more basic page, at the url /enabled_modules, which will provide a list of the modules used on the site, probably grouped by project.

All data displayed here should be suitable for anonymous users to see.

I have committed the attached patch, which defines a view grouped by project. Needless to say, you need to have views installed to see it.

It could do with some styling, but that can be done at a later date.
