This module should deliver a save ECA action, that allows to send arbitrary welcome messages to users, including a OTL.
The action requires a user object (entity), for which a configurable message can be sent with all user account tokens, including and OTL Token.
Key for this module is to not allow a configurable receiver, but to only send the message to the person with the account email.
