Problem/Motivation

I discovered we had an uncontributed patch to disable DubBot on local environments, switching on DDEV environment variables.

Instead, we should provide a config setting that settings.php can use to flip the integration off for cases where it will never work.

I'm getting both a warning and an exception on the config page, but those may be artifacts (still to be fixed) of the mock testing module.

We didn't have GitLab configured to require CI jobs to pass, which is why the CHANGELOG made it to 2.x failing the line length check. I've fixed that now.

I've tested enabling and disabling on Tugboat, and it works as I'd like. I've started the merge train!
