I recently tried to upgrade drush on a fairly locked down server that doesn't have internet access. Drush would hang silently at any command, and using --debug revealed that it was trying to download the Console_Table library from pear. The debug message that should have printed out when the download failed was never called since the download function is calling wget with a 30 second timeout, and wget defaults to 20 retries on my machine. (And no, i didn't wait 10 minutes for the error to print out...)
I'd recommend the following:
1) before downloading the lib, print out a message (even in non-debug mode) regarding what is about to happen
2) Set the timeout/retries in wget to lower...What about setting timeout to 10 seconds and retries to 1?
