Using IE version 7, on the user page, the View/Edit menu does not show up. It appears fine in Firefox. The default themes seem to look fine. See the attached screenshots to see the differences.

I have had the same problem. So i "borrowed" part of the garland page.tpl. and put it in drupify page.tpl.

NOTE: I put in two <br / > and moved this row: if ($title): print '<h2'. ($tabs ? ' class="with-tabs"' : '') .'>'. $title .'</h2>'; endif; from original position to make it look better for my website.

So there is my new code. Simply replace all content begin with $content_top and ending $content_bottom.

     <?php if ($content_top):?><div id="content-top"><?php print $content_top; ?></div><?php endif; ?>
     <?php if ($tabs): print '<div id="tabs-wrapper" class="clear-block">'; endif; ?>
     <?php if ($tabs): print '<ul class="tabs primary">'. $tabs .'</ul></div>'; endif; ?>
     <?php if ($tabs2): print '<ul class="tabs secondary">'. $tabs2 .'</ul>'; endif; ?>
     <?php if ($show_messages && $messages): print $messages; endif; ?>
     <br />
     <?php if ($title): print '<h2'. ($tabs ? ' class="with-tabs"' : '') .'>'. $title .'</h2>'; endif; ?>
     <br />
     <?php print $help; ?>
     <?php print $content; ?>
     <?php print $feed_icons; ?>
     <?php if ($content_bottom): ?><div id="content-bottom"><?php print $content_bottom; ?></div><?php endif; ?>

Then I copy part /* Local task */ from garland style.css and put it in drupify style.css. And just removed "border-bottom" - looked awfull.

While playing with it (editing style.css, order of rows in page.tpl) this bug apeared again, but this version should work fine.
