Translation templates updated for Drupal 6.0 RC4. Minor changes.

Translation templates for Drupal 6.0 RC 2.

Changes since Drupal 6.0 RC1:

- root.pot is gone on purpose (update does not use t(), install should be in installer.pot)
- default role names are translatable
- theme region names are translatable
- new permissions come from the permission unification effort
- update module got some security updates
- minimal changes in other strings

Translation template files for Drupal 5.0 and 5.1. There were no differences between these versions in the strings themselfs.
