Release notes

1) Rejigging the way Drupal Fence checks incoming URLs. This improves performance greatly.
2) Refactor all checking and reporting logic into a separate service, drupal_fence.request_checker.
3) Fixed a flood control logging bug.
4) Added an option to disable the Drupal Fence module via the configuration form.
