Dashboard is integrated with navigation (see #3395527: Integrate Dashboard with navigation).
Sadly, until #3443833: Provide a way for other modules to flag block plugin implementations as 'navigation safe' is solved, we need to patch the navigation module to allow our block in the hardcoded list.
Add a patch meanwhile that's fixed.
We have that patch in dashboard queue, in a now closed issue. Decide if we want to have it in an open Drupal core issue (that probably won't be ever merged) to better track it.
Upload as described in https://git.drupalcode.org/project/drupal_cms/-/wikis/Contributing-to-Dr... and apply it in an MR.
