This can be seen when not having blocks in the highlight and help regions and having a stickied node on the front page. This is clearer when using slate or another color scheme with clearer borders around the blocks.

Jen can look at this and decide I think, I always thought this was part of the design? Personally I would align them, it would look better.

Yeah, I don't remember this ever being on purpose. The sticky should be at the same height as everything else.
