Block Visibility Settings Not Behaving as Expected

Hello,

This is my first bug report ever, so please forgive me if I don't get this right...

I am unable to get block visibility, settings page found here: http://dev.puggernaut.com/admin/structure/block/manage/search/form/confi... to work properly. While Drupal doesn't through an error, even though I configure the visibility of a block based upon either role or customizable by user, the block in question, whether that be a standard Drupal out-of-the-box block, a block I create using the admin panel or a block from one of our dev team's custom modules, rules are not being followed.

For example, if I set block xyz to be customizable by users it indeed shows up in the the user's profile and indeed its possible to make a choice. However, even after hitting save nothing changes. Drupal acts like it never happened (and I never knew Drupal to be passive aggressive lol).
