Without a reproducible test case or at least a detailed description of what you are trying to achieve, there is not much we can do.

Let's assume that's a dupe of #561858: [Tests added] Fix drupal_add_js() and drupal_add_css() to work for AJAX requests too by adding lazy-load to AJAX framework. After that one lands, this can be de-duped if there's still a (better described) issue.
