If a menu block is the last item in the header region, its contents overlap the main links.

Lets mark this as a dupe and nuke the probs in one hit - the actual problem is caused by floating the header region menu and the blocks have crappy positioning aka the other issue #845834: Fix Bartiks Header because its totally borked
