Upload module tests if file uploads in submit, meaning node is saved but file isn't if file fails validation

(User 1 is not effected partially, as user 1 can skips some validation like for extensions).

Reproduce: log on none user 1, add a file to upload field that won't pass validation (say.. blah.patch), DO NOT press attach. Save node. Node will save, file will error out and not save.

I solved it via a custom validation in a custom module, but felt obligated to create a patch.

Moves some of submit function into a validation function to do the file_save_upload.
