I suspect that this will get quickly pushed to D8, but I figured I'd give it a shot for D7...
I'd say about 7/10 times I use the overlay (to move blocks around, lets say) I immediately want to refresh the page after hitting close. Of course there are 3/10 times that I dont... So why not have two close buttons? One that closes without a refresh (current behavior) and one that closes with a refresh?
If anyone thinks this could get into D7, I'm happy to try writing the patch ... if not I'll just wait till D8.

David_Rothstein commentedSee #655722: Changes made in an overlay session are not reflected when the user closes the overlay for a related issue, and note that in some cases the overlay already closes with a refresh (#655614: Changes made by submitting a form in the overlay are not reflected when the window automatically closes).
I'm not so sure about a double close button. I think it might be better that we try to be as smart as possible about having it refresh when it should, rather than making the user have to think about which to click...
